Commission reviews Ferron annexation, upcoming training and options for code enforcement

The Emery County Planning and Zoning Commission used its other‑business period to review a Ferron annexation update, confirm a March 5 training opportunity for commissioners and discuss approaches to code enforcement in unincorporated areas.

An unidentified participant reported that commissioners had authorized proceeding with the Ferron annexation on the county side and sent required notices to landowners within the 300‑foot buffer; the participant said the city must now complete its side of the annexation process. "So I did get a response from everybody. Everybody was in favor of that," that speaker said when summarizing the county side.

Commissioners were encouraged to attend a half‑hour training session on planning commission responsibilities, subdivision regulations and conditional use permits scheduled Thursday, March 5 from 6:00 to 7:30 p.m. in the same building; staff offered to record the session and circulate materials to members who cannot attend.

The commission also discussed enforcement capacity. Members described contacting other counties (one commissioner cited Sevier County) that now employ a full‑time code enforcer and a full‑time zoning official focused on unincorporated areas. Commissioners said those staffing models can improve consistency but raised concerns about sustainable funding and whether state grant rules would allow using grant funds to cover ongoing wages. One participant cautioned that grants are typically year‑to‑year and "I don't know if you can use grant money to pay wages per se," and commissioners discussed surveying residents about support for enforcement priorities.

Next steps: staff will circulate training materials/recording, continue outreach on Ferron annexation status and explore options for resident surveys and grant funding to support enforcement efforts.
