State grant awarded for Heritage Village playground; city to advance design and permitting

City staff briefed the council on a legacy project developed with the Lockport Women's Club to build a children's playground south of the Heritage Village site and to return the last Heritage Village building (a log cabin) to the site. The city applied for $348,907 as a 50% match through the Illinois Department of Commerce and Economic Opportunity (DCEO) Tourism Attraction & Programming grant program and staff said the city was notified it had been awarded the funds pending execution of a grant agreement.
Staff presented a scope of services from B3 Companies (pre-qualified engineering vendor) and Hitchcock Design Group (author of the original concept) to provide permitting, surveying, geotechnical and natural resource studies, landscape architectural services, construction documents and construction administration. Staff said they had a kickoff meeting with state reviewers including the State Historic Preservation Office (SHPO), DCEO and IDNR; attendees were supportive and staff reported no major roadblocks to permitting.
The project would be paid from cell-tower funds per staff remarks. Council asked procedural questions about fencing and pedestrian-bridge connections; staff said playgrounds require fencing and the design includes connections to planned pedestrian bridge and corridor improvements along the I&M Canal and the Star Innovation District concept.
Next steps: staff recommended authorization to proceed with design and permitting services and to return with finalized contract documents and schedules for council approval.
