Commissioners approve hangar rebid, align postage leases and table airport rental‑car lease with Avis

Alpena County commissioners on Feb. 10 authorized staff to rebid an airport hangar project after the Federal Aviation Administration’s delayed response exceeded the original 90‑day bid-hold window and voided the prior award.
Staff told the board the FAA responded in 135–138 days, well past the 90‑day requirement, and that prices and conditions had changed; commissioners approved beginning a new competitive process.
At the same meeting the board approved bringing two postage meter leases into alignment — one covering the prosecutor’s office and the other the register of deeds — to improve negotiating leverage and simplify future renewals.
Separately, the board considered a proposed facility lease with Bay Leasing and Renting (DBA Avis) for airport rental-car operations. The proposed lease was dated to start Nov. 1, 2025, with a $1,500 annual fee and a one-year extension option. Commissioners raised questions about why the lease was backdated, whether the operator had already been placing vehicles on the airfield, vehicle-count limits (four cars), charging/parking locations, and whether the fee is paid monthly or annually. Because the operator was not present to answer open questions (the operator was identified in discussion as Dwayne), the board rescinded the approval motion and voted to table the lease pending follow-up with the operator and staff verification of any prior activity and effective date.
No public comments were received on the items and staff will report back to the board with updated lease language and any evidence of prior activity on the airfield.
Next steps: procurement staff will reissue the hangar solicitation; staff will confirm details with the Avis operator about the rental-car lease and return the lease to the board for action.
