Commission adds 10-foot side setback when recommending subdivision of East Main lots

The Franklin City Historic Zoning Commission voted to provide a positive preliminary recommendation to the Franklin Municipal Planning Commission for a plat that would create a new Lot 56A encompassing 119 2nd Avenue North, but only after amending the motion to add a 10-foot side setback to protect an adjacent contributing building.
Elizabeth (staff) explained that Lot 68 currently includes 208 East Main and 119 2nd Avenue North and Lot 56 contains 206 East Main; the applicant sought to carve a new lot around the 119 building without creating new buildable lots. Daniel Wolterman (applicant) told commissioners the goal is to formalize a lot around 119 and to add parking to 206 from the rear area.
Commissioner Michael proposed an amendment to add a 10-foot offset from the building on Lot 56 toward Lot 68 to provide more protection for the contributing structure. Michael said he wanted “a 10 foot offset from lot the building on Lot 56, to allow a little more protection from that building to anything that may happen in the future on 68.” The commission voted to approve the amendment and then approved the amended preliminary recommendation by voice vote.
Staff noted the action at the preliminary stage is a recommendation; any future changes that require a Certificate of Appropriateness will return to the historic zoning commission for review. The amended preliminary recommendation will be forwarded to the Franklin Municipal Planning Commission.
