Historic Zoning Commission approves multiple alterations, adds setback to preliminary plat

The Franklin City Historic Zoning Commission on an unspecified February meeting approved a series of applications for building alterations, accessory construction and signage with conditions, and amended a preliminary plat recommendation to add a 10-foot side setback between Lots 56 and 68.
Staff presented applications for window replacements, a parking structure at the Factory campus, several residential and commercial building alterations, demolition of a nonhistoric accessory shed and a proposed accessory structure, and a new Williamson County EMS station. Commissioners voted in favor of staff-recommended approval for the parking structure at 230 Franklin Road; approvals were also recorded for alterations at 234 4th Avenue North, 1010 Fair Street, and demolition and replacement of the accessory structure at 217 5th Avenue South, each with staff conditions.
On the subdivision at 206 and 208 East Main Street and 119 2nd Avenue North, the commission approved a positive preliminary historic zoning recommendation to the Franklin Municipal Planning Commission but amended the motion to require a 10-foot offset/setback from the contributing building on Lot 56 where it borders Lot 68. Commissioner Michael (first speaker for the amendment) said he wanted the setback “to allow a little more protection from that building to anything that may happen in the future on 68,” and the commission approved the amendment and the amended recommendation by voice vote.
Commissioners also approved the applicant’s replacement of a pair of 8-over-8 windows at 305 3rd Avenue South with staff conditions, while deferring a separate 1-over-1 window replacement to the March 9 meeting to allow the applicant to provide better photographs and dimensional information.
The meeting produced several voice votes approving motions “with staff conditions.” For each approved action, staff will work with applicants on the conditions before building permits and any administrative COAs are finalized. The commission declined to make final determinations on an EMS station monument sign at 110 Aldersgate Way; that portion of the application was deferred (see separate article). The commission adjourned after routine staff announcements.
