Bill would make large public entities report annual service‑contract awards

Sen. Terrell McKinney told the committee LB 799 would adopt a Service Contract Reporting Act requiring certain large public entities to report annually to the Materials Division of the Department of Administrative Services the total dollar value of service contracts (from IT to snow removal) and identify awards in economically redeveloped and qualified census tracts. Reports would be due Aug. 1 each year.
McKinney said the reporting requirement is designed to improve transparency about where public service‑contract dollars are going and includes enforcement authority: if a covered city or county fails to submit the required report, the state treasurer could suspend distributions of state aid until compliance is met.
Committee members asked whether these reports already exist in various form and whether the bill duplicates existing contract records; McKinney replied that while records likely exist, the accessibility and clarity for the public are limited. Senators also noted only Douglas County filed a fiscal note (estimated $38,589) and asked whether the reporting obligation would impose local costs on other jurisdictions.
No formal opposition testimony was recorded at the hearing; McKinney closed by reiterating the transparency goal and offering to work on scope if the committee prefers.
