Rawlins council holds second public hearings on 17 WCDA CDBG grant applications; no public opposition recorded

The Rawlins City Council conducted second public hearings on a package of WCDA CDBG grant applications during its Nov. 2 meeting.
Mayor Terry Wycombe opened and closed public hearings for each application — numbers 1 through 17 — that together sought funding for a range of projects: identifying and repairing leaks in a 20-inch raw-water main; repairing and improving critical roadway access to Sage Creek Basin spring and well sites; replacing aging wood-stave pipelines; repairing cathodic protection on the 20-inch raw-water main; replacing more than two miles of transmission water line with PVC; updating the SCADA system at the water treatment plant; analyzing and mitigating a proposed special flood hazard area; repairing curb, gutter and sidewalks and adding bulb-outs on Cedar, 4th and 5th streets; improving downtown lighting; ADA upgrades at Rob Roy, Washington and Bolton parks; providing PPE and medical equipment for the Fire Department; adding recycling storage near the recycling center; upgrading interior and exterior lighting to LEDs; and updating HVAC at City Hall and Public Works/Community Development building.
For each hearing the mayor asked whether anyone wished to speak; no members of the public came forward on any of the applications, and the council closed each hearing.
Council gave no substantive debate during the hearings themselves; the applications remain items for council consideration and possible submission to the Wyoming Community Development Authority (WCDA) and the federal Community Development Block Grant (CDBG) program as appropriate.
