Rawlins council approves expenditures, authorizes recruitment and emergency repairs in Oct. 19 meeting

Rawlins City Council moved through a broad regular agenda Oct. 19, approving a suite of routine financial items, authorizing recruitment and grant applications, and taking emergency action on a failing retaining wall.
Minutes and agenda: Council approved the Oct. 5 regular meeting minutes and adopted the Oct. 19 agenda as amended (motions passed by online voting). The meeting then proceeded through public hearings and public comment.
Financial votes: The council approved the accounts payable register for Sept. 29–Oct. 11, 2021, in the amount of $891,500.33 and later approved payroll for Sept. 26–Oct. 9, 2021, totaling $254,768.98. A council member asked staff to correct an accounts-payable line item that had described a purchase as a lease; staff said they would fix that entry.
Personnel and procurement: Council authorized the Human Resources Department to administer recruitment for a city attorney and discussed desirable experience levels; members suggested municipal experience be listed as preferred rather than mandatory to broaden applicant pools.
Landfill waiver: The council approved a request to waive landfill fees for demolition of a house and garage at 303 West Davis, amending the motion to cap the waiver at $2,500 consistent with municipal code that permits abatements up to $5,000 for dangerous conditions.
Impact assistance and grants: Council approved spending $2,286,109 of Chokecherry impact-assistance funds across departments for items including public-safety equipment, infrastructure (water and ADA improvements), and parks and recreation projects. Council also approved resolutions authorizing application for EPA brownfield assessment and cleanup grants, and directed staff to pursue a Bureau of Reclamation WaterSMART grant that would require a $250,000 nonfederal match should the city proceed.
Development approvals: Council conditionally approved the preliminary plat for the Miles Addition subdivision (2409 Plaza Street) with three conditions: (1) a detailed timeline for installing water, sewer, paving, sidewalks and drainage improvements; (2) a statement clarifying development and maintenance responsibility for private streets and open spaces; and (3) phasing and schedule details for future build-out. A developer representative said Starbucks is a prospective tenant for Lot 2 and that fronting improvements would be completed for that parcel first.
Emergency authorization: After two unsuccessful bid attempts and visible structural movement, council authorized immediate contracting for demolition, safe removal and reconstruction of a retaining wall at 1127 9th Street under emergency procurement rules (motion passed 6–1, with one council member dissenting). Staff and council cited imminent risk to adjacent yards and the onset of winter weather as drivers for emergency action.
Next steps: Staff will implement the authorized emergency repairs, finalize grant submittals and return with any necessary budget or ordinance amendments for future council approval.
