Commission recommends commercial rezoning at 3702 Upland to allow medical-office expansion

The Planning & Zoning Commission recommended approval of Zone Case 3551 Feb. 5, allowing Whiskey and Water LLC to rezone 3702 Upland Avenue from SF-2 to Neighborhood Commercial (NC). Staff said the future land-use map designates the property for commercial uses and noted 72 mailed notices with one in favor and none in opposition.
Scott Collier, representing Collier Construction and the property owners, said the Center for Orthopedic Surgery building was completed in 2021 and the requested rezoning would allow an approximately 4,000-square-foot addition for MRI capacity and physical therapy; he explained that the property defaulted to HDR after the city’s UDC adoption and that the rezoning restores the originally intended commercial allowance. Commissioners voted 7–0 to forward the recommendation to City Council for consideration on Feb. 24.
