Wendell board approves Meet on Main street closures and authorizes design work for recreation projects

Assistant town manager Miss Smith asked the board to approve temporary road closures and cosponsorship for the 2026 Meet on Main events, listing event dates and the sections of downtown to be closed. “Meet on Main is back once again,” Miss Smith said, and she provided the board the event dates (April 17; May 15; June 19; Sept. 18; rain date Oct. 16).
Commissioner DeLoach moved to approve the temporary closure of sections of Main Street, Campus Street, Depot Street and 4th Street and to approve the cosponsorship request. The chair called for the vote; the record shows all board members present voted in favor and no opposition was recorded.
On a separate procurement item, parks staff reported on RFQ #677PR26‑O2 for concept and design services for the proposed recreation center. Staff said the town received 30 responses and that the top four firms had been interviewed; staff recommended accepting the rankings and authorizing the town manager to negotiate and sign a contract. Pulaski told the board the FY26 budget provides funding from bond proceeds in the amount of $600,000 for professional concept and design of the recreation center project. Commissioner DeLoach moved to accept the rankings and give the town manager authority to negotiate; the motion passed with no recorded opposition.
The board also authorized a task order for professional services for Main Street Park design. Staff reminded the board that Surface 678 PA is an approved on‑call contractor under the town’s master agreement for on‑call professional services and that the project cost is budgeted in the capital improvement plan for FY2025. Commissioner DeLoach moved and the board approved authorization for the town manager to execute the task order.
No abstentions or recorded no votes were made on these administrative items. The board then proceeded to additional reports and ultimately moved to a closed session under state statute.
