Finance staff explained there were three bidders and one expected bidder declined to submit. The administration recommended awarding the base bid to JPMI Construction and rejecting the alternate, with a base-bid amount presented in the meeting as $495,000. "You will see that there was a base bid and an alternate ... by the time that the bids were coming in, we determined it wasn't really necessary," the presenter said. The board voted to approve the recommendation after a short staff explanation; the motion was moved by Hennen and seconded by Forsberg.
Board discussion noted that the district intentionally omits detailed security specifications from publicly distributed documents to protect safety and that some elements of the work are deferred‑maintenance rather than security features. The contract award covers work at the district service center, the high school, Woodcrest Spanish Immersion, and Park Terrace.
The board approved the motion and voted in favor by voice vote.
