Franklin—mployee engagement scores climb to 74%; staff to focus on accountability and interdepartmental cooperation

City leaders on Feb. 10 presented results from the second citywide employee engagement survey and outlined a two-year follow-up plan focused on accountability and interdepartmental cooperation.
Jamie Ewald, the city's organizational development manager, said the third-week-of-October survey achieved roughly a 90% response rate and produced a 74% overall engagement score. "This was really great news for us because it is a 7-point improvement from last time and also 7 points above the benchmark," Ewald said.
Top-scoring statements included teamwork, job satisfaction and meaningful work; lower-scoring items included meetings, accountability and interdepartmental cooperation. The survey used Energage (an independent third party) for confidentiality and benchmarking against other local governments.
City leaders highlighted operational steps: department-by-department briefings, leadership retreat follow-ups, and targeted initiatives on accountability and process improvements. Staff also noted a 30% drop in employee turnover and a 60% increase in applications per posted position over the last three years as positive recruitment trends.
Board members asked for further breakdowns (for example, separating police and fire results) and suggested tailoring future surveys to capture hybrid-work arrangements. Staff said they would provide additional departmental detail and continue to publish appendices showing question-level results.
Next steps: results will be shared department by department; staff will pursue the prioritized actions and include more granular reporting per requests from board members.
