City manager updates council on code of conduct and draft public comment policy

Mount Holly — City Manager Blanton gave a progress update on the council’s code of conduct at the Feb. 9 meeting and said staff is drafting an addendum that would formalize public-decorum and public-comment rules.
Blanton reminded council members that the code of conduct, first adopted following the March 2024 retreat, was intended to go beyond statutory minimums and to provide guidance on preparation for meetings, civility, avoiding personal attacks, and proper use of social media. He said an addendum addressing public comment timing and decorum was provided to council as a first draft and staff will revise it based on council input.
Blanton referenced North Carolina law regarding ethics training and municipal conduct. “Direction was given to staff based on what is required under North Carolina general statute 1 68 dash 86 that outlines the ethics code,” he said in explaining the background for the council policy. He invited questions and feedback; council members thanked him for bringing forward the draft. No formal action was taken on the policy at the meeting; staff said they will return with a final draft for council review.
