Krista, a staff presenter, told the committee that exception 2 to R503.1.0.1 continues to apply to siding‑only alterations and that the provisions of the existing‑buildings section remain applicable in those cases.
Krista summarized staff’s proposed response, saying the exemption “would still apply” when a siding replacement does not alter the cavity and the cavity is filled to the code minimums (the opinion notes minimums of R‑15 or R‑21 depending on wall construction). The staff memo framed this as consistent with the council’s prior 2024 guidance and asked the committee to approve posting the written opinion.
Committee members asked for clarifying language so the published opinion explicitly distinguishes siding‑only work from more extensive renovations that would trigger prescriptive or UA requirements. Tom Young, who identified himself as a home builder during discussion, said he had circulated the draft opinion to remodelers and that “they agree with the opinion,” describing it as applicable primarily to remodelers.
Tom Young moved to approve the staff opinion as presented; Scott (committee member) seconded the motion. The committee voted by voice and approved the motion with no recorded opposition. The chair said the opinion will be published on the council website.
The committee’s action was procedural — posting staff guidance — and does not itself change code text. The opinion clarifies staff interpretation of the energy code’s existing‑buildings exception for siding‑only work; it also notes that larger renovations may still trigger full compliance requirements and that the final posted opinion will be edited to make that limitation explicit.
