Promenade at Devlin Park gains preliminary approval with servitude and plat conditions

The DeSoto Parish Planning Commission recommended preliminary approval for the Promenade at Devlin Park (Unit 1), contingent on the applicant adding book-and-page references and extending drainage and sewer servitudes through Lot 1004 before the plat is recorded.
Steven Proct, representing the Promenade at Devlin Park, introduced the project and Jonathan Ratliff of Raley & Associates described engineering and permitting progress. Ratliff said DOTD had issued a permit for the roadway extension with a requirement for a 5-inch asphalt section in the DOTD right-of-way and that LDH approvals for the wastewater treatment facility were near completion: "We just received everything that we need to finish LDH approval for Devlin Park Unit 1," Ratliff said.
Ratliff and Proct walked commissioners through project phasing (an initial roadway extension then a 47-lot Unit 1, with future phases to follow), drainage design reviewed by DOTD hydraulics, and plans for subsurface drainage with curb and gutter. Commission members pressed the applicant on lot uses (several small green-space lots), the location and maintenance of two detention ponds, servitude extents to ensure access from the public right-of-way, and utility plans. The applicant confirmed AT&T fiber and said SWEPCO's John Charlo was coordinating electric service; CenterPoint had agreed to extend natural gas to the area.
After discussion staff asked the applicant to add a book-and-page reference to the plat and to extend the drainage and sewer servitudes through Lot 1004; the commission then moved to recommend preliminary approval contingent on those changes. The motion was made, seconded and declared unanimous in the record.
Next steps: applicant will add requested book/page references and servitude language to the plat record; staff and the applicant will continue to coordinate with DOTD, LDH and utility providers before construction permits are issued.
