Planning Commission approves Promise Land Unit 2B with two contingencies

The DeSoto Parish Planning Commission voted to approve Promise Land Unit 2B, a replat of Unit 2A, contingent on two conditions: a two-year maintenance bond equal to 25% of construction cost and replacement of nonstandard signage with parish-standard signs.

Tom, a planning staff member, told the commission that Unit 2B corrects earlier deviations in road geometry and rights-of-way. "Unit 2B is actually a replat of Unit 2A that this body had approved," Tom said, explaining that developers adjusted road alignment so ditches and roadway now fit within the right-of-way and are dedicating an 80-foot strip to the parish pending police juror approval.

Staff recommended approval with two contingencies: a 2-year maintenance bond at 25% of the construction cost and replacement of the nonstandard signs currently installed. Commissioners discussed that a prior plat for Unit 2A had already been recorded at the courthouse and emphasized the need to record the corrected plat to reduce future signature burdens for lot owners.

When the commission called the question, one member abstained, saying they were not present for earlier discussions. The Chair declared the motion carried. The commission did not specify an exact vote tally in the record; the abstention was recorded verbally during the roll call.

Next steps: staff will confirm receipt of the maintenance bond and ensure the required sign replacements are made before final administrative steps. The parish will also coordinate with the police juror as needed for formal acceptance of the right-of-way.
