Staff said minimum wait times are generally 12–18 months and that higher market rents limit voucher utilization when landlords demand more than voucher payment standards.
Director Miller explained two incoming project‑based voucher locations will create guaranteed inventory for program participants: Harbor Point (27 units) and Battery Point (40 units for seniors and other units noted). Those additions will establish dedicated waiting lists for each development and should improve placement rates for households who can use the project‑based slots.
During public comment and council questions, staff clarified that the 576 waiting list number includes out‑of‑county applicants and that Del Norte County residents receive preference. New apartment developments will not automatically reduce the current waitlist count; instead, staff will open separate waiting lists for the new project‑based units and notify existing applicants.
The council asked housing staff to return with more detail on how the project‑based vouchers will be administered and what outreach will occur for existing waiting‑list applicants.
