The council authorized the city manager to sign a construction contract with Tidewater Contractors for a Highway Safety Improvement Program (HSIP) pedestrian-improvement project and approved authority for change orders not to exceed $50,000 in the aggregate (single change order limit $25,000).
Director Yeager explained the city first applied in 2020 and later secured a $225,000 HSIP grant requiring a 10% local match. "The bids came in real good," Yeager said, reporting combined bids of about $253,000 for base and add alternates and noting city match funds would come from Measure S and the annual sidewalk/concrete budget. Yeager asked the council to authorize the city manager to sign the low-bid contract and to approve change orders within the stated limits.
The council approved the motion by roll-call. Staff said the project focuses on school walking and biking routes and collector-street pedestrian/ADA improvements; available Measure S funds will cover the match and additional corners or contingency.
