City Attorney Martha Rice summarized the annual requirement under California law (AB 481) that the council readopt a military equipment use policy by ordinance and receive an annual report on inventory, usage and costs. Chief Griffin delivered the CCPD report and said the department qualifies under several equipment categories in the statute.
Chief Griffin said the main change from last year was to record the quantity of rifles the department will possess: "We do have 4 old Colt 15 AR fifteens, and then we have the new 6 new Daniel Defense AR fifteens that we utilize every day on patrol," he said. He explained that the department had not used the covered equipment operationally in the reported calendar year beyond training and that updates to policy and inventory would remain publicly posted on the city website for transparency.
Councilmember discussion acknowledged the paperwork burden but accepted the need for transparency. A councilmember moved to receive and file the annual report, waive full reading and introduce Ordinance 856 to confirm CCPD's military equipment use policy; the motion was seconded and approved on a roll‑call vote.
Chief Griffin said the department aims to be transparent and will maintain the policy and inventory on the city website.
