Lockport council clears consent agenda: fuel contract, vehicles and public works purchases approved

The Lockport City Council approved a consent agenda that bundled meeting minutes, contract extensions, site improvements acceptance, equipment purchases and funding appropriations.

Items on the consent agenda included extensions to professional services agreements with SAQ Consulting and Ty Ginsburg and Associates; designation ordinance items related to the Des Plaines River Valley Enterprise Zone; payroll and bills approvals; release of site improvements and initial acceptance for Silo Bend phases 1 and 2 (landscaping excluded); and multiple public works acquisitions.

Staff presented CD‑1: release of a bond for Clover Ridge Unit 3 Phase 2 (related to resolution cited in materials as 204127). The original bond established on Sept. 17, 2021 was listed at $511,111.26; staff said all public improvements have been inspected and approved except parkway trees and that the bond release would be contingent on receiving a 12‑month maintenance guarantee equal to 10% of the original bond amount from the owner.

Council approved resolution 24114 to award the 2025 gasoline and diesel fuel supply contract to Warren Oil with a vendor markup of $0.08 per gallon. That resolution was moved and seconded and passed on roll call.

Public Works items placed on consent included authorization to purchase (or reserve the right to purchase at auction) a sign truck (resolution 24126, amount not to exceed $85,000); a forklift for wastewater operations (resolution 24123, not to exceed $32,755); and request authorization for a 2025 Ford F‑750 super cab crane truck presented in materials as resolution 24121 (materials list a not‑to‑exceed figure expressed in the transcript as '234,739' — meeting materials should be consulted for the exact approved amount). Staff also presented a resolution to appropriate motor fuel tax (MFT) funds for winter salt purchases, pavement marking and patching (resolution number referenced in materials as 24125); the precise MFT appropriation amount was ambiguously read in the meeting audio/transcript and is noted in materials.

All consent items were moved, seconded and approved on a roll call vote. Several councilmembers later proposed forming an affordable housing committee to define local expectations for 'affordable housing' before approaching future developers; that discussion was a new business item and did not change any consent action.
