City staff on Tuesday laid out the details of a proposed three-year animal-services contract with Riverside County and outlined local programs meant to reduce shelter intake and give the city more control over billing and outcomes.
Assistant City Manager Richard Cannone told the City Council the county has moved from intake-based billing to an "outcome-based" model that bills a city for the entire shelter stay of an animal. "This makes much more sense if it's being billed on an outcome," Cannone said, while acknowledging it increases the city's costs.
Cannone said the county's new allocation or "piece of the pie" methodology assigns each city a proportionate slice of total system costs based on three factors: the municipality's impounds, average length of stay and population. He said the county considered an alternate full-cost-sharing…
