Palm Desert advances mobility plan; Portola interchange kept as long‑term priority amid funding questions

Consultants for the City of Palm Desert presented an updated mobility element to the City Council at a Sept. 25 study session, proposing new policies on safety, vehicle miles traveled (VMT), evacuation resilience, truck routes and several roadway reclassifications.
Brian Wolf of Baron Piers said the update packages recent local plans and state mandates into the general plan and will move into the CEQA phase this fall. "There are three main motivators for this update" he told the council, citing the need to clean up roadway cross sections, memorialize newly adopted plans such as the Vision Zero action plan, and address legislative requirements that have emerged since 2016. He added the draft includes updated design standards aimed at safety and multimodal travel.
