Forest Park URA signs $3.63M contract to renovate Grapevine, approves NASA-funded mural

The Forest Park Urban Redevelopment Agency unanimously approved a $3,632,102.05 contract with Technique Concrete Construction to complete the Grapevine redevelopment (the former Rite Aid at 833 Forest Parkway). The board also approved a NASA-funded mural agreement for the Grapevine exterior at no cost to the URA, with the mural to remain on-site for at least two years.
Staff reported that demolition (interior and exterior) is complete and that work has begun. The project used Community Development Block Grant (CDBG) funds from Clayton County for exterior work; the current construction contract includes equipment and completion costs. "Construction at the Grapevine has started... demolition interior and exterior has been completed," a staff presenter told the board.
The board moved to approve the final statement of value — $3,632,102.05 — with a motion by Miss Carter and a second by Dr. Patrick; the vote was unanimous. Technique’s representative agreed to support the project and was present during the update.
Earlier in the meeting the board had approved a low bid of $11,625 from K and E for a concrete pad tied to a gun-range relocation, but later rescinded that approval after Technique offered to perform the concrete work for free; the board rescinded the earlier motion by unanimous vote, saving the URA $11,625.
Separately, the URA approved a NASA Liftoff 2026 mural agreement to allow a climate-resiliency mural (up to 250 square feet) on the Grapevine exterior; the artist will be selected with preference for local muralists, and the artist must maintain the mural for two years. Staff said NASA’s sponsorship means the URA will not be charged unless the URA elects to expand beyond 250 square feet, which would require paying the artist for additional time or materials.
Next steps: staff will execute the construction contract and continue OAC (owner-architect-contractor) meetings every two weeks to monitor progress; staff will also move forward with artist selection and timeline for the mural.
