Dan Miller, planning and zoning, told the commission the property is generally located south of County Road 48 and east of Number 2 Road and would be integrated into the previously approved Lake Margareta development. The application requests changing the future land use from Lake County rural transition to city estate residential and rezoning from Lake County R‑1 (rural residential) to Leesburg PUD. Miller said the project includes architectural standards, 35% open space, dark‑sky compliant lighting, a landscaping plan, a two‑story maximum building height, and that 2.7 acres will be dedicated as recreational or park land with one primary park area and three amenities.
Miller said the school board reviewed the project and indicated a need to obtain school concurrency reservation; if capacity is insufficient, the project would be subject to a mitigation agreement. He added there were no substantive comments from city departments, Lake County Public Works had no comments, and staff had received no written responses to notices. Planning commission voted to approve the application.
Because the items were presented as first readings, Miller noted the second reading is scheduled for March 23; state law requires at least 30 days between the first and second hearing on an annexation for advertising. A commissioner asked about density and Miller replied the proposal equates to about 2.98 units per acre and that the project would be solely single‑family homes with no other uses permitted.
If the commission advances the items on March 23 at second reading, they will return with final ordinances and any conditions recommended by staff or commissioners.
