Henrico school board removes several redistricting scenarios, sets public-hearing schedule

The Henrico County School Board on Sept. 25 discussed redistricting unfinished business and directed staff to remove several proposed scenarios from public consideration after community feedback.
Chair Shea and board members recapped recent public engagement, noting more than 1,000 survey responses and two additional town halls scheduled for Sept. 30 (Highland Springs High School) and Oct. 7 (ACE Hermitage). The board confirmed the Oct. 9 work session will include updated September 30 membership counts, and set a public hearing on redistricting for Oct. 23 at 7 p.m. in the Newbridge Learning Center Auditorium. The board also said it will publish summary reports of town-hall feedback, add road labels to maps, and add a GIS feature and a comprehensive list of subdivisions affected under each scenario to the redistricting website.
On unfinished business, board member Kinsella asked that the proposal shifting the Broadmeadows community from Holman to Hungry Creek Middle School be removed from consideration; staff confirmed there was no capacity issue at either school and agreed to remove that scenario. Another member asked that the Jackson Davis scenario (about 70 students proposed to move from Ridge to Jackson Davis Elementary) be taken off the table so those students would not be reassigned; the superintendent agreed to remove that scenario and noted it includes three undeveloped parcels. The chair also recommended removing Section 4 from the Carver map after community feedback favoring a continued split between the named feeder schools; the board directed staff to take that section out of consideration.
Board members flagged capacity-monitoring needs: Chair Shea asked colleagues to watch Pocahontas capacity (which may be near 90% pending the October membership count) and to consider programmatic uses of new capacity at Jackson Davis — for example pre-K or a newcomer program — as non-boundary relief. The board asked staff to post updated materials to the website and communicate changes through ParentSquare and other channels.
Formal votes during the session were procedural: the board approved the meeting agenda at the start of the session and later certified the closed session by voice vote after returning to open session. No final redistricting decisions were made; the board scheduled further work sessions, a public hearing and a timeline for final proposals and decisions in November and December.
The board’s next steps include updated membership numbers at the Oct. 9 work session, survey feedback in mid-October, review of final proposals on Nov. 13 and final decisions on Dec. 18.
