The transcript uses numeric speaker IDs in each segment and also records name call-outs (e.g., roll call). In several places long substantive remarks are attributed to a numeric speaker that later is explicitly named in the transcript (for example, the speaker who discusses York Tech budgets is later identified as Director Geddes). To avoid misidentification this article only attributes direct quotes where the transcript explicitly shows the speaker name or where the content is spoken by a speaker who is later associated with that name in the same meeting.
