Utility staff sends survey letters for northern expansion; Twilight Hills connection requires 60% support

District staff told the board they are sending connection and survey letters to properties in planned Phase 3 expansion areas and clarified the letters do not require customers to connect to water or sanitary service.
Katie Jackson of Westler Engineering (Speaker 3) explained two survey mailings: one to residents and property owners along 241st and Anthony Road through to 236, and a second to residents in Twilight Hills. "Both letters should state that no one is being required to connect," Speaker 3 said. She added the sanitary force main is not intended to accept connections unless the utility makes a special provision, and water connections are likewise not mandatory.
Speaker 3 said the Twilight Hills mailing includes a questionnaire asking whether residents would like water service, sanitary service, or prefer to remain on well and septic. She said the utility will seek responses from at least 60% of residents indicating they want service before staff proceeds with further surveying in Twilight Hills.
Director (Speaker 2) also said staff is working to simplify the flowchart that accompanies outreach materials to reduce confusion and that letters will go out next week, with initial outreach beginning on 34th Street.
