Baltimore County LPC approves 6-foot wood privacy fence at Phoebus property; minutes and consent agenda pass unanimously

The Baltimore County Landmarks Preservation Commission unanimously approved a consent-item application to replace an existing chain-link fence with a six-foot wood privacy fence at 1535 South Rolling Road and also approved its January 14, 2026 meeting minutes during a brief virtual session.
Staff read the recommendation for agenda item 4, describing 1535 South Rolling Road as a noncontributing resource within the Relay Historic District and noting the applicants proposed a six-foot wood privacy fence in the side and rear yards. Staff cited Baltimore County Historic Preservation Design Guidelines and county code section 32-7-405 in support of the recommendation.
After no members of the public signed up to comment, the commission approved the consent agenda item in a roll-call vote with all present commissioners voting yes. During the roll call the clerk recorded affirmative votes from the commissioners called: Chris, Dan, Ed, Jamie, John, Lily, Ted, Tom and Phoebe.
The chair also called for approval of the minutes of the January 14, 2026 meeting; a commissioner moved and a second was recorded, and the minutes were approved by voice vote.
The commission noted one agenda change before those actions: agenda item 5 (the Shifer property) was withdrawn prior to the meeting. Commissioners briefly discussed that there were no historic tax credit part-two applications and several part-three submissions were received; no further action on tax credits occurred at the meeting.
Why it matters: the consent-item approval allows the property owner to replace a chain-link fence with a wood privacy fence in a way the commission has determined is compatible with county guidelines for historic districts. The decision was made as a routine consent action with no public opposition recorded.
The commission adjourned after the short agenda and set its next meeting for March 12 at 6 p.m.
