The Casper Planning and Zoning Commission on a unanimous vote approved a conditional use permit (CU983-2026) for a detached garage addition at 2100 South Cedar Street that exceeds the city’s 12-foot wall-height limit.
City staff member Craig Kendall told the commission the proposal would add a 384-square-foot addition to an existing 848-square-foot detached garage, with a front wall that would vary between 16 and 20 feet to accommodate a 14-foot-high RV door. "The Planning and Zoning Commission has received a request for a conditional use permit for 2100 South Cedar Street to allow for the construction of a detached garage addition with a maximum of 20 foot of wall height in excess of the 12 foot limit," Kendall said during the staff report. He said staff found no record of similar permits within 300 feet of the property and offered no recommended conditions; the applicant would have one year to exercise the permit if approved.
Commissioner Alston asked whether the new garage would be taller than the existing house; the applicant, Kirsten Tafty, and staff clarified the garage would not exceed the height of the existing residence. After discussion, a commissioner moved to approve the permit citing section 17.12.240; the motion was seconded by Commissioner Plowczyk and carried with all members voting aye. The chair told the applicant that staff would follow up on next steps to ensure compliance.
The permit allows the property owner to build the proposed garage addition under the conditional-use framework; the decision included the commission’s finding that the addition would be compatible with surrounding land uses. The commission did not attach conditions to the approval and set a one-year window for the permit to be exercised.
Next procedural steps: staff will notify the applicant of post-approval requirements and timelines. No appeals or remands were recorded during the meeting.
