Plan Commission approves conditional-use permit for minor auto repair at 1336 Brush St., 6–1

The Green Bay Plan Commission voted 6–1 on Dec. 8 to approve a conditional-use permit for minor motor-vehicle repair at 1336 Brush Street, subject to an approved change-of-use site plan and related parking/access improvements.

City staff told commissioners the proposed operation would perform "minor" maintenance — oil changes, tire rotations, diagnostics, brake and suspension repair, electrical testing, vehicle inspections and safety checks — activities that match the city's minor-repair classification. "Our recommendation is to approve, with the condition that a change of use site plan is submitted and approved by the community and economic development plan," staff said.

Staff noted the property is zoned general industrial, which requires a CUP for this use. In their review, staff said the application met the seven criteria for a conditional use, subject to improvements such as reconfiguring parking and submitting the change-of-use site plan so departments can confirm access and parking adequacy.

Commissioners questioned whether outdoor storage would be permitted; staff said industrial zoning can allow outdoor storage but the city's land-development regulations restrict storage that would appear as junk and that the change-of-use site plan and department review would clarify allowable storage areas. Vice Chair Jacob Miller moved to approve, Commissioner Emma Fulwelder seconded, and the clerk recorded the tally as 6–1 in favor.

The permit approval is conditioned on the applicant filing the change-of-use site plan and meeting department requirements before the business can operate.
