Council hears request to rezone a 0.67‑acre South Main parcel to allow a small animal hospital

Platt Engineering presented a request Sept. 17 to change the general plan designation and zoning for a small parcel at roughly 110 South Main so a proposed animal hospital could operate there. Mike Platt described the request and told the council that planning staff and the planning commission saw the requested commercial use as compatible with nearby development and access patterns.

Staff noted that the Highway Service zone historically targeted traveling‑public uses and that planning commission members were asked to review whether certain uses (including animal hospitals) should be added to the Highway Service permitted uses table more broadly. Planning staff said the parcel will not have direct driveway access to Main Street and that access easements run behind the parcels. One council member asked whether the application constituted spot zoning; staff replied the proposed use appears compatible with neighboring properties.

Council members discussed whether the animal hospital should be limited to small animals; planners and the applicant said the proposed facility is expected to be a small veterinary clinic similar to existing animal hospitals on North Main. No substantive public opposition was recorded at the hearing. The council moved the item to the action docket for a future decision.

What happens next: staff and the planning commission will continue to review permitted uses in Highway Service and the council will consider the rezoning on the action docket.
