Staff proposed publishing the vacancy immediately (likely the following Monday) and setting the application deadline for 5 p.m. on Nov. 5 so applicants could be asked to speak at the Nov. 5 work meeting and the council could take a vote at the Nov. 12 action meeting, which would meet the statutory deadline. Melling requested the council consider appointing the third‑place candidate in the recent city council race as a gesture to reflect voter preference, but he acknowledged the final appointment process rests with the council.
Staff reiterated eligibility rules for applicants—must be registered voters within Cedar City and comply with residency requirements—and said applications should be filed with the city recorder, Renan Savage. The council agreed the publication would proceed and directed staff to prepare the application materials and schedule.
No formal appointment was made in the Oct. 8 meeting; staff will publish the vacancy and return to council with application details and a recommended timeline for interviews and appointment.
