Staff reports: Diamond Z Arena water-line quote, proposed well upgrade, cemetery and pool updates

Diamond Z Arena: Staff said the council previously asked about replacing water lines on the west side of the Diamond Z Arena in preparation for a new parking lot. The quoted price from the contractor was $6,900. Staff noted roughly $14,000 in potential funds (a $5,000 donation plus an expected Rocky Mountain Power credit of about $9,000), but that those funds are not yet officially available in the budget; staff said the work could move forward and be accounted for in a December budget revision.
Brent Hunter well and sewer upgrade: Staff reported continued work to schedule a 24‑hour test pump for the Brent Hunter well and reiterated an earlier estimate of about $120,000 to upgrade sewer piping beneath buildings. Staff said that some of the cost is driven by state requirements and that the council needs to decide whether to proceed with the well.
Parks, cemetery, playground and pool: Ken Nelson (Leisure Services) said cemetery compaction testing passed and crews will form gutters and begin asphalt work; Park Discovery installation will require brief closures to finish playground pieces; Little League trail and a new restroom are completed. On the municipal pool, staff said American Leak Detection located the leak and the pool manufacturer (CEM) must perform the liner repair; the manufacturer is expected to provide a timeline by week’s end.
Council generally supported proceeding with certain immediate repairs to avoid larger costs later (for example, approving the water-line replacement at the arena), and asked staff to bring budget language back in a revision when funds are formally available.
