He described project elements including replacement of two bridges (Weimar Overcrossing and the Blue Canyon Undercrossing), construction of 12‑foot truck climbing lanes to improve freight mobility, replacement and upgrading of metal beam guardrail to more durable concrete barriers, and selective sound walls to reduce impacts for nearby residents. Shaw said Caltrans anticipates an environmental finding consistent with a mitigated negative declaration and noted plan addenda may be issued during construction.
Council members pressed Caltrans for more precise limits and staging; Shaw said exact linear extents and staging details will be provided once plans are released with the bid package and offered to forward plan links for public posting. Shaw also described how crash data and truck volumes inform priority rankings for upgrades and said the agency will consider truck traffic in designing median improvements.
There was no council action required on the presentation; Caltrans will return with more detailed plans and links to the final bid documents when available.
