Duchesne County Commission adopts FEMA all-hazards mitigation plan

Duchesne County commissioners voted Aug. 25 to adopt Resolution No. 25-09, formally approving the county’s updated all-hazards multi-jurisdictional mitigation plan after a multi-year review with the Federal Emergency Management Agency.
Shelley, a county staff member who led the plan update, told commissioners the process began in 2023 and that FEMA has completed much of its review. "They finally are approved, so we can finally pass that," she said, noting the plan covers the county and its cities and is necessary for FEMA assistance when disasters occur.
The resolution affirms the county’s participation in the multi-jurisdictional planning process and adoption of the mitigation plan. A commissioner moved to adopt the resolution; the motion was seconded and carried on a voice vote after brief discussion. The commission did not amend the plan during the meeting.
Adopting the plan maintains Duchesne County’s eligibility for FEMA mitigation funding and grants that can support projects such as flood control, infrastructure hardening and other resilience measures. Staff said adoption is largely an administrative step following technical edits made in coordination with FEMA.
The commission did not set immediate project approvals tied to the plan during the meeting. Next steps for the county will be to publish the adopted plan and coordinate with municipalities and partner agencies on prioritized mitigation projects and grant applications.
