Proposal to add cameras to all parish vehicles stalls after jurors debate costs, privacy and records

Jurors debated whether to install forward-facing cameras in every parish-owned vehicle, a proposal administrators said could lower commercial-insurance premiums and provide recorded evidence in crashes.
Administration said every parish vehicle already has a Geotab tracking system and reported the fleet includes roughly 96 vehicles. The preliminary estimate for camera hardware was $39,100 with an estimated $19,200 annual subscription to the cloud service; administrators said the camera system is not live-streaming and records only when triggered by an incident, then uploads to the cloud (administration comments SEG 621–629; SEG 866–876).
Proponents argued cameras increase accountability, could deter misuse of parish vehicles and would produce evidence to refute or defend insurance claims. Opponents raised the upfront cost, ongoing subscription expense, public-record and privacy implications, and asked whether randomly reviewing tracking data was feasible. Jurors and staff also discussed the existing Geotab system and how supervisors access tracking information for investigations.
A motion to authorize installation of cameras in all parish vehicles and to amend the general fund budget for $58,300 was made and debated; the motion failed on the floor (motion failed SEG 988–989). Administrators and jurors said the initial initiative had focused on adding cameras to commercial vehicles to secure an insurance discount but some jurors had pushed for cameras in the entire fleet.
Jurors asked administration to provide more detail on insurance savings, a precise cost estimate for full implementation and how public-record requests would be handled before reintroducing any proposal.
