The Cedar City Planning Commission on the meeting’s agenda recommended a change to the general plan and a rezoning for property at 3000 North 400 West, a newly annexed parcel staff said is constrained by the airport overlay and does not easily support conventional residential development.
Planner staff explained the property came in as an annex-transition parcel and said city staff proposed amending the general plan from rural/residential-estate to light manufacturing and establishing an I‑M‑1 zone to match adjacent industrial uses. The planner noted airport-overlay rules limit residential density — “you can only do 1 unit per 5 acres” under current overlay constraints — which informed the recommendation.
Commission discussion noted that an adjacent parcel in the county is already being developed with storage units and that any future change to airport overlay zones would be a local process requiring county and city coordination. Kent, a city engineering/planning staffer, told the commission that changing the overlay is “far from a sure thing” and would require a formal local process.
A commissioner moved for a positive recommendation to change the general plan from low-density residential to business/light manufacturing at 3000 North 400 West; the commission voted in favor, with one recorded dissent. The commission then voted to recommend rezoning the property from annex transition to I‑M‑1, again with one opposed. Chair called for the recommendation to be forwarded to city council for final action.
The changes are advisory recommendations from the commission; final zoning and general-plan text amendments will be decided by the city council and would be subject to any additional environmental or airport-zone review required by the city’s procedures.
