Administration: iSoft and payroll challenges continue; salary study and impact-fee report coming to planning commission

An administration representative (identified in the transcript as Paul) briefed the council on administrative systems and personnel work.
Paul said the city continues to work with the iSoft accounting software provider and with ISOLVE on payroll and application issues. He acknowledged employees' concerns about changes but said much of the complexity stems from many legacy pay codes and the need to keep retirement and other benefits correct.
Paul said ApplicantPro has improved recruiting and record keeping and that the city is near completion of a salary study and survey intended to benchmark pay with comparable government employers. "We've been working on that for 6 months, 8 months... but we're nearing an end on that," he said.
On impact fees, Paul said the service provider was contacted and the final study will be emailed to council members, the Home Builders Association and realtors, then go to the planning commission for a second meeting this month before coming back to the council.
Councilors asked about lingering payroll problems; Paul said staff are prioritizing major fixes with the software vendors and named team members and vendors working on the implementation.
Next steps: administration will circulate the impact-fee study to stakeholders and present the salary-study findings when complete; staff will continue to work with vendors to resolve payroll and accounting issues.
