Council moves multiple zoning and development items to action next week

Dallas Buckner (civil) described an annexed parcel near 3000 North and 400 West and requested a general-plan change and zone change to a light industrial/manufacturing designation (INM-1). Buckner said the parcel sits inside an airport overlay that restricts residential density and that planning commission gave a favorable recommendation; the public hearing had no speakers and the council decided the item must be considered on the action agenda (it cannot be placed on consent).
A separate property owner requested changing one parcel from general commercial to R3 (multiunit residential) at about 491 West and 400 West to enable FHA lending; staff said the general plan already shows R3 and planning commission recommended approval. The owner of property at ~4200 West (Jesse Carter) presented a development-agreement request to build a 10-lot phase that would require curb/gutter and sidewalk improvements; Carter asked to defer some improvements tied to an adjoining red parcel until later. A public commenter (Tom Chet) warned that added infrastructure costs affect the cost of housing.
All three items were closed to public comment and scheduled for action on next week's agenda.
