Cedar City staff to manage winter closures at municipal golf course after council discussion

Jared Barnes, Cedar City’s director of golf, presented council members with five years of winter operating data and photos showing turf damage after a dry winter. Barnes said the course recorded roughly $70,000 in green/cart/range revenue during the eight-week winter window in a typical year but that extra maintenance costs often offset that income. "Our revenues were 70,000," Barnes said, noting last year’s heavy maintenance outlays matched revenues.
Barnes proposed a default closure window — Dec. 15 to Feb. 15 — with staff given discretion to reopen if weather and course conditions permit. Superintendent Steve Carter explained why carts increase wear and why walking-only play reduces damage: carts tend to concentrate traffic in the same locations and accelerate turf decline.
Council members pressed on costs and customer-notification logistics as they weighed turf preservation against revenue. Several members said they would defer operational decisions to staff expertise, asking only that staff use the new tee-time system and clear messaging to avoid repeatedly opening and closing with short notice.
No formal policy was adopted at the meeting. Instead the council directed staff to manage opening and closing decisions within the proposed window and to return with specifics or any recommendation requiring council action.
