Airport addendum for flight instruction and 2025 master plan presented; staff seeks signatures and FAA acceptance

Airport staff presented two related items: a Specialized Aviation Service Operation (SASO) addendum for Right Wrench Aviation to include flight instruction and aircraft rental in its scope, and the draft 2025 Cedar City Airport Master Plan and associated Airport Layout Plan (ALP).
Airport Manager Todd Glack and consultant Jeremy McAllister (Ardura Group) summarized the master plan process, public outreach and technical review. Staff emphasized the ALP is intended to accommodate anticipated demand over the next 20 years and that FAA Airport District Office (Denver) review has been ongoing. McAllister said the ALP is intentionally flexible (illustrative runway extension and hangar development shown as potential options) and that FAA acceptance will follow the mayoral signature on the plan.
Council asked about cost earmarks in the plan and thresholds for triggers such as when to consider air-traffic control. Staff suggested the SASO addendum is appropriate for consent given prior airport-board review, and council generally supported moving both items forward for final administrative processing.
What happens next: Staff will place the Right Wrench Aviation SASO addendum on the consent agenda; if adopted, the mayor will sign the ALP so the FAA can accept the plan and close out the master-plan project.
