The Cedar City Planning Commission voted to recommend annexation of two parcels north of 3000 North after a public hearing that highlighted airport overlay restrictions and utility limits.
Applicant representative Dallas presented maps and described the request as an annexation of two adjacent parcels within the city's annexation declaration boundary, saying the owner plans to pursue a zone change toward light industrial later. “So this is an annexation out off of 3000 North. And the blue that you see on there is the current city boundary. And so and then the red is what we're looking to annex,” Dallas said during his presentation.
Staff and commissioners repeatedly noted that airport overlay zones limit residential density — generally to about one dwelling unit per five acres in the approach/instrument zones — and that in some instrument zones housing is not permitted. Staff also flagged an intergovernmental constraint: the parcel configuration creates what staff called a county peninsula under state code and requires county consent for certain annexation geometries; staff said the applicant had approached the county for that approval. Staff summarized utility availability and said water and sewer service can reach the site's frontage on 3000 North but that sewer depth and grades will limit development farther north without additional lift infrastructure.
A resident who identified himself during public comment urged industrial rather than residential use given the airport and sewer constraints and described family ties to the farm next to the property. After closing the public hearing, a commissioner moved a positive recommendation for annexation and another commissioner seconded; the commission approved the recommendation by voice vote.
The recommendation forwarded to city council covers annexation only; staff and the commission noted any future zone change (to industrial or other uses) would require a separate, later application with its own notice and public hearing. Commissioners urged the applicant to provide early outreach to nearby homeowners ahead of the zone-change process and asked staff to refine any county-peninsula language and public-notice steps prior to council.
