City receives 13 bids for 100 East; staff recommends award and considers in‑kind deferral amendments

City engineering told the council that the 100 East roadway improvement project drew an unusually competitive field — 13 bids — and that the apparent low bidder for the base contract was Intellects (formerly operating under a different name). The base scope covers pavement, curb, gutter, sidewalk and an 11‑foot asphalt trail from about 625 North to 900 North; an alternate would extend double chip sealing to Knoll Street.
Engineering staff reported the city is currently under budget for the overall project and that accepting the favorable bids would allow the city to extend work farther north. Edson Jessup of Intellects appeared and described crew changes since early problematic projects; staff reported recent county and city references were acceptable in its view and recommended awarding the work to the low bidder pending standard checks.
Separately, commissioners discussed two amendments to prior deferral agreements tied to the same corridor. Southwest Plumbing/Action Contracting proposed supplying pipe, hydrants and other materials and installing additional sidewalks beyond their original obligation. Staff said the proposal reduces the bid scope and could speed prosecution of the project but acknowledged procurement and parity concerns; council put the deferral amendments on action and planned to consider them alongside the project bids.
Outcome: Staff recommended moving the bid award onto the consent agenda with the ability for any council member to pull it for discussion at the action meeting; the deferral amendments will come back for action with clarified terms.
