Council moves three related 800 North/3700 West plan and zoning items toward action after staff, developer presentations

At a combined public hearing, city staff and project representatives presented three related items to adjust the general plan and zoning mapping in the vicinity of 800 North and 3700 West and an amendment to the development agreement for the same property. Staff described a re‑coloring of the general plan map to align zoning with the development agreement; acreage changed only slightly, while unit counts in the development agreement remain the same.

Staff and the consultant explained how the new zoning more closely matches adjacent zones (for example, placing R1 next to existing R1), and discussed connectivity requirements preserved in the development agreement that require east‑west and north connectivity between parcels. Planning Commission staff reported a positive recommendation on all three items at its last meeting; no public attendees were at that planning-commission meeting. Phil Schmidt — representing Amber Industrial and cooperating on the 800 North construction — voiced support for the project.

Council discussed connectivity, how the map colors translate to zones (R1, R2.1, RNZ/R2), the need to potentially rededicate or tie into existing master-plan roads, and whether future road connections to Iron Crest or the Empire subdivision should be preserved. Staff confirmed the development agreement will preserve the prior connectivity language. After questions and clarifications, the council closed the public hearing and agreed to place all three items on the action agenda for formal consideration at a subsequent meeting.
