Brent Drew of Levitt Land & Investment described a zoning amendment inside the Iron Horse residential development overlay (RDO) that would convert several pods from ‘AT’ to residential estate (RE) and adjust a mixed‑use pod to better reflect on‑the‑ground topography and market demand. The developer said the change would create a ‘‘feathered’’ transition from a larger retail node at the north end to single-family housing further south.
Planning staff confirmed the proposed adjustments remain inside the RDO’s overall density cap and noted Pod 10 will require closer review for compliance. Councilmembers asked that the developer and staff ensure that the mixed‑use pod can meet any commercial percentage requirements that were added to the mixed‑use definition since the RDO was adopted; the developer agreed to adjust boundaries if needed.
The council closed the public hearing and placed the ordinance on the action calendar for next week to allow staff time to verify pod percentages and ensure the proposal meets the RDO’s density cap.
