Several General-Plan Amendments Tabled After Notice Error; Will Be Re-noticed

Staff told the commission that the public notice for items 5 through 7 did not list all zone changes on the state website, creating a procedural defect that prevents a vote. Commissioners discussed the proposed reconfiguration of parcels around 800 North and the reason for the change (vacation of Waltz Way and new frontage on 800 North).
Staff and the applicant reviewed maps and tables showing that densities and unit counts remain broadly unchanged despite the reconfiguration of lots. Commissioners raised questions about access spacing, the 80-unit-per-access standard, phasing and interconnectivity between subdivisions; staff said those circulation requirements are addressed in the development agreement and added language limiting and spacing accesses off 800.
Because the notice was incomplete, the commission voted to table items 5, 6 and 7 and to renotice for the next appropriate hearing so the City Council can consider the items without procedural defects.
