The airport manager reported the low construction bid came from Maxwell Asphalt (amounts in the bid packet). Councilmember questions focused on whether a local company (CR Contracting) falls within the statutory ‘local match within 5%’ window and whether federal/FAA rules affect how local preference is handled when federal grant money is in play. Staff agreed to contact the FAA and to ask CR whether it would match the low bid if eligible.
Separately, staff requested an engineering services contract with Woolpert for $161,906 to cover grant administration, bid documentation, and project oversight; staff said the fee estimate matched an independent fee check within an acceptable range and the project remains under entitlement funding.
Council also reviewed a package of fee-schedule updates prepared by staff: a proposed $100 per-event charge for park 'spider box' power access, a review of airport tie-down (overnight) rates (current $10/day) against peer airports, and a new reduced review fee for repeat/identical building plans (30% cap on duplicate-plan review fees). Council asked staff to solicit advisory-board input on fee changes before final action and to confirm the airport board’s recommendations.
Council placed the runway bid award and related fee and contract items on the action agenda after staff follow-up.
