Council approves vesting extensions for Fort Cedar Phase 4 and Fiddlers Canyon Hills phases 4–10

Cedar City councilors voted June 25 to grant two separate vesting extensions that affect ongoing local subdivisions.
Eric Heaton, representing Fort Cedar Development, requested an extension for Fort Cedar Phase 4 (original approval January 2023). Heaton said the required improvements — sewer, water, road, curb and gutter — were completed in November 2024 but the platting deadline was missed. Council discussed whether master-plan-road obligations should be required; after deliberation the council approved a motion to extend the vesting through December 30, 2025.
"Yes," Heaton said the work was substantially complete and that the developer would coordinate to meet the new date. Council members noted the decision was influenced by the particular access and master-plan concerns at the site and that the extension was time-limited.
The council also approved a vesting-extension request for Fiddlers Canyon Hills phases 4–10. Steve Kamalowski of Brown Consulting described the phasing and explained that the extension preserves the developer’s ability to file subsequent phases without triggering a full re-modeling requirement; staff explained the drafting envisions two-year windows between recorded phases with an effective maximum of about 10 years. The motion to approve was carried by unanimous voice vote.
Both approvals included direction that staff confirm timelines, align any applicable conditions with the city’s amended development code, and return to council if additional modifications are required.
