Commission actions: fair contracts, airport grant, economic grants, tax-sale ordinance and liaison appointments
Summary
At its June 3 regular meeting the Grand County Commission approved several contracts and grant recommendations, adopted a tax-sale ordinance and reassigned a jail/criminal-justice liaison; commissioners split on whether some fair expenditures should come from TRT funds and ultimately used discretionary funds for event contracts so they could be executed in time for the fair.
The Grand County Commission took multiple formal actions at its June 3 regular meeting following a workshop on budget and TRT compliance.
Fair contracts: Commissioners debated whether fair expenses qualify as TRT promotion. An initial motion to fund BombTown entertainment from TRT promotion funds failed (several commissioners opposed or abstained). To keep contracts on schedule for the July fair, the commission later approved two substitute motions to fund BombTown’s entertainment contract and a $2,500 Moab Photo Booth contract from commissioners’ discretionary funds so the vendors could be contracted in time.
Airport grant: The commission approved acceptance of a Federal Aviation Administration infrastructure grant to construct taxi lanes at Canyonlands Regional Airport and authorized the chair to sign associated documents. The grant carries a county match; staff and several commissioners discussed where the match funds will be sourced within airport earnings and budgeted balances.
Economic Advisory Board/RCG recommendations: The commission considered the advisory board’s recommended package for State rural grants and made modifications before voting. The board-approved funding package was adjusted by commissioners to allocate funds across applicants including the golf course, an artisan project, Moab Brewery, MultiMiniMount and two child-care providers; the motion to approve the altered funding list carried (recorded vote: 4–3). Separately the commission unanimously agreed to recommend support of Grand County EMS’s application for a Rural Communities Opportunity Grant project estimated at $600,000.
Ordinance and other routine items: Commissioners unanimously adopted an ordinance to establish a county tax-sale procedure, ratified a non-conversion agreement for a specific parcel, and approved a media production contract recommended by the Travel Tax Advisory Board (Real Creative) to produce tourism videos with county licensing of footage.
Liaison appointments and closed session: The commission revised the CJC advisory board liaison assignments (motion carried with recorded opposition and one abstention). Later in the meeting the commission voted unanimously to go into closed session to discuss pending or imminent litigation.
Outcomes noted above reflect motions and votes recorded on the June 3 agenda and in the meeting minutes; staff will follow up with contract execution, grant agreements, and the budget amendment process identified in the workshop.
