Parents and parks staff discuss safety concerns at West Canyon Park play area

A Cedar City resident told the council about multiple incidents involving a spinning playground device and large boulders at West Canyon Park that he said pose a risk to toddlers and small children. Matthew Foreman described seeing children fall and sustain injuries and urged the city and Rotary to change the design and remove or reposition boulders near play areas.
Ken Nelson of Leisure Services said the city’s insurance inspector red‑flagged several issues; he has discussed the concerns with Rotary representatives and said Rotary will revise the pivot design to add stops so the device will not rotate a full 360 degrees and will explore additional barriers. Parks staff confirmed they have used construction fencing, tape and metal panels, but that those measures are frequently removed or downed by wind; staff said they will continue to address the hazard and consider relocating the toddler unit to reduce turf damage.
The council encouraged continued coordination between parks staff and Rotary and asked staff to report back on specific mitigation steps.
